
What is changing in French customs?
Sending parcels to France? From 1 March 2026, French customs will introduce a €2 national handling fee. Here’s what you need to know about the fee and how it may affect your delivery.
The €2 administration fee applies to low-value imports cleared through France, affecting:
- Shipments originating outside of the EU
- Parcels worth €150 and under, excluding gifts.
The fee is charged per item declaration (per HS code line) to cover customs processing costs. If you have two or more of the same items, you will only need to pay the fee for one item.
This applies to customs declarations made on or after 00:01 on 1 March 2026.
Does this affect every parcel sent to France?
It depends on how your parcel is sent and cleared through customs.
Gifts sent to France – no change
If you are sending a gift, the new €2 French customs fee does not apply. You can continue sending gifts under €45 to France without paying any tax or duties. For gifts over the value of €45, tax and duties may apply, but the new €2 customs fee does not.
IOSS parcels – no change with Evri
If you use IOSS (Import One Stop Shop), there is no change to how you send with Evri. We import parcels into the Netherlands (NL) before they travel onwards to France. This means the French €2 fee does not apply in the same way.
Low value parcels (€150 and under)
If you have sold an item and don’t have an IOSS number, Evri or the relevant postal authorities will contact your recipient if customs charges are applicable, including the €2 French customs handling fee.
High value parcels (over €150)
The €2 fee is being introduced for low-value items, so if your parcel is worth more than €150, this will not apply.

Future EU customs changes
From November 2026, this French €2 handling fee is expected to be replaced by a proposed EU-wide €2 customs handling fee.
There is also a proposed €3 flat customs duty for low-value business-to-consumer (B2C) parcels into the EU from 1 July 2026.
These are separate measures, and we’ll share updates if anything changes that affects your sending.
