What is changing in French customs?

Sending parcels to France? From 1 March 2026, French customs will introduce a €2 national handling fee. Here’s what you need to know about the fee and how it may affect your delivery. 

The €2 administration fee applies to low-value imports cleared through France, affecting: 

  • Shipments originating outside of the EU
  • Parcels worth €150 and under, excluding gifts.

The fee is charged per item declaration (per HS code line) to cover customs processing costs. If you have two or more of the same items, you will only need to pay the fee for one item.

This applies to customs declarations made on or after 00:01 on 1 March 2026.

Does this affect every parcel sent to France? 

It depends on how your parcel is sent and cleared through customs.

Future EU customs changes 

From November 2026, this French €2 handling fee is expected to be replaced by a proposed EU-wide €2 customs handling fee

There is also a proposed €3 flat customs duty for low-value business-to-consumer (B2C) parcels into the EU from 1 July 2026
